18 Aralık (dün) “Uluslararası Göçmen Günü”ydü. (bianet) Günün anlam ve önemine istinaden Genç Mülteciler Birliği tarafından MSGSÜ’de düzenlenen “Türkiye’deki Genç Mültecilerin Durumu ve Örgütlenme Deneyimleri” başlıklı konferansa katıldım. Türkiye’deki refakatsiz genç mültecilerin durumunun, yaşam koşullarının ve karşılaştıkları gündelik sorunlarının konuşulduğu, dinlendiği, tartışıldığı konferansta edindiğim izlenimleri burada aktarabileceğimi düşünmüyorum. Onun yerine durumlarını bizzat kendilerinin anlattığı kaynakların linklerini verebilirim. Mültecilerin yaşadıklarını birinci ağızdan duymak çok uzun zamandır çok istediğim bir şeydi. Benim için çok önemli bir gün oldu. Bu vesileyle MIAM – Etnomüzikoloji bölümüne giriş için hazırladığım bir projeyi ekleyeceğim. Ses kaydını 20 Haziran Dünya Mülteciler Günü’nde katıldığımız yabancı şubeye (kumkapı “misafirhane”si) yapılan yürüyüşte Cihan ve Can’la beraber almıştık. Projeyi iliştirdikten sonra ilgili linkleri de yazının sonuna koyacağım.
Refugee Voices Project
Project “Zoe” is a recording of the soundscape during the meeting for World Refugee Day which was June 20, 2010. First of all “zoe” is a concept especially used by Italian philosopher Giorgio Agamben to indicate “bare life”. In his book Homo Sacer: Sovereign Power and Bare Life, Agamben states two life capacities: One is natural biological life called “zoe” and the other is political life “bios”. Zoe is related with the refugee’s “naked life”. As “bare life”, the homo sacer finds himself submitted to the sovereign’s state of exception, and, though he has biological life, it has no political significance. ”Zoe does not belong in the public realm but remained within the private sphere of the household. For this reason, `the entry of zoe into the sphere of the polis – the politicisation of bare life as such – constitutes the decisive event of modernity.’ Life as such becomes a principal object of `the projections and calculations of state power’, and, in the state of exception, zoe and bios finally coincide.” 
Being a refugee means you have no home and you can be deported from anywhere. You have no political being so you have nothing but zoe. Refugee is someone who suffers because of boundaries. Fictional borders make him/her illegal. On the other hand “no one is illegal”.  This recording is made for pointing out the right to live of immigrants. Sounds are recorded during the meeting and the recording consists of walking and talking sounds of participators, public statement which is read by Özlem Dalkıran from Helsinki Citizens Assembly, sounds of people crying out slogans and environment sounds. The recording ends with the slogan “you are not alone” which is cried out in front of The Kumkapi Foreigners Guesthouse towards immigrants The order of the happening is not kept as it was. Sounds are cut and mixed by using Ableton program. Only two effects are used, the rest of the sounds are not processed. I preferred to keep the sounds in their original way with their sociality and interactivity as taking inspiration from John Cage who fascinates by sounds in the way they are.
zoe: refugee soundz
There will always be insiders and outsiders as long as boundaries exist. It can be seen in different cases such as ethnomusicology. Bruno Nettl writes about what it means to be an insider and an outsider in the field of ethnomusicology in his text titled as “You Will Never Understand This Music: Insiders and Outsiders”. On the other hand sounds can get over boundaries because of their liquidity that’s how immigrants who are locked in the guesthouse heard our voice and slogans then shouted back to the outside from inside. Morton Feldman states that “Music can imply the infinite if enough things depart from the norm far enough. Strange ‘abnormal’ events can lead to the feeling that anything can happen, and you have a music with no boundaries.” Sounds can get beyond the limits even if people still cannot do.
